I accidentally cleared cache, and lost all my open tabs in safari, which were indispensable for me. I restored my iphone with last week icloud backup, but safari has still no open tabs. Can I somehow restore safari, and see those open tabs that I had before cache cleanup?

If you have removed the cache, there isn't a way to restore the tabs except by manually redoing them.
So it is not saved with the overnight icloud backup?
If you restored the backup and the data isn't there, it is gone.
