why won't my iPhone 5c get the new update
my iPhone 5c won't download any good apps like insta, snap etc because it doesn't have the new updates and it won't let men update it, help me

What did you expect? Your iPhone is very old, it’s over 6 years old (was released in 2013) and most of the 5c‘s hardware is from the iPhone 5 which is from 2012...
It is unsupported for a while actually now, the last supported version for the 5c is 10.3.3 while the latest version of iOS is 13.
If you cannot load apps from the store, it’s an indicator that you should get a new phone.
