smart keyboard won’t connect to iPad Pro

I’m running iOS 13.1.1 and my Smart Keyboard won’t function on my 2018 11” iPad Pro. I have rebooted and reset settings with no success.

Note item (1) suggests you use the latest version of iOS. You are not current at the moment. The current version is iPadOS 13.1.3.
