Safari Fails to Load Web Pages

I am running MacOS 10.15.1 and Safari 13.0 3 on my iMac. I have reset my System Preferences and Safari preferences numerous times. No matter how I set Privacy settings in Safari and MacOS, Safari still fails to load some web pages. These web pages include many from Apple, particularly Apple Support. I do not experience these problems with Firefox. What gives? Am I alone in experiencing these problems?

Thank you. I believe you have helped me solve my Safari download problem. I did create an admin account. The download problem did not manifest itself but did continue when I returned to my User account. Safari did not want to download this page.

I am running two anti-virus programs, Avira and CamXAV. I can't explain why I did not consider an anti-virus program as the probable culprit. I quit Avira and re-logged into my User account. Safari downloaded pages normally. My problem appears to have been caused by Avira.

Thanks again for the help.

Have you tried going to Safari/Preferences/Privacy/Manage Website Data and deleting all apple cookies, then restarting Safari?

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin
