Glad El Capitan is still available for those older machines. is there a way to create a bootable installer USB from this .pkg file?

From the article you linked to, go to Section 4 and click on Download El Capitan.

Once the download has completed look in your Applications folder for Install OS X El Capitan.app.

When you find it make sure it is 6.22GBs, it is this you use to make the bootable USB installer,

follow Apples instructions here, How to create a bootable installer for macOS - Apple Support

Select the correct instructions for El Capitan.
