iPad will not update software

I requested the update to 13.2 for my iPad, however, it just keeps cocking indicating that it is estimating the time remaining. I initially was trying to access the App Store, but that was unaccessible. In reviewing information online, it was suggested that updating the operating system may fix the App Store not being available. My iPad is currently running ios 12.1.3. I am connected to WiFi and the iPad is pugged into an outlet. I have confirmed my WiFi signal has no issues. I have plenty of space remaining. The iPad is less than a year old. Not sure what to do.
