Can’t delete and recover recently deleted files on iPhone

Hello. I deleted few files on my iPhone using Files app. They moved to Recently deleted files. When I try to delete them completely now, it seems like working. But after reopening Files app, the same files are there again in Recently deleted folder. When I’m trying to recover these files, I’m getting an error

Any ideas how to fix that and remove files completely? Thanks

iPhone 11, iOS 13
