Need to update iPhone 5C to iOS 10.3.4 from current 10.3.3, but from Settings/General/Software Update, it says "Your software is up to date." Is there any way to update it?

If you're asking about the GPS/Internet issue, the iPhone 5c isn't subject to it, so Apple never made a patch for that.
