If your iPad has been stuck on iOS 9.3.5 for the past few years, with no upgrades/updates forthcoming, then you

own an iPad Mini 1st generation.

A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6.

A 1st gen iPad Mini is a 7-year old device, now!

Its internal hardware is too old, underpowered and completely incompatible with any current and future versions of iOS.

Sorry. It is what it is.

If you need an iPad that can run the latest and greatest versions of iOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.

Best of Luck to You!

Why do you think that 1st gen iPad Mini is junk?

Does this iPad have any apps already installed on it?

If not, then getting apps for that iPad Mini model, now, is very hard to get initially from the iOS Apps Store as an ever increasing amount of apps are requiring iOS 11 and even iOS 12 and later, as a minimum iOS version.

If this iPad already has apps on it, then a good majority of those installed apps should all still be working.

That warning does not apply to your model of iPad. It is only for the cellular models, since they are the only ones with the GPS chip that suffers from the issue. Your model does not have that and as such dos not need to update.

And even if it could update, outside of the iPhone 5, all other affected iPhone and iPad models will continue to work even without the update. It will just mean that their GPS positioning may not be as accurate. It will not affect anything else about the iPad.

The only device that absolutely requires the update, and will be unable to connect to the internet or access Apple services if its not updated is the iPhone 5.
