iCloud Drive storage on iPhone hard-drive

On my iPhone storage, 'iCloud Drive' is taking up 28.1Gb. Logically, this makes no sense to me - particularly as I have a large iCloud storage capacity.

Please help

It's for synchronized storage. It keeps certain content on your phone synced to iCloud and other Apple devices.

It is not off device storage.
