I suspect that you have a 1st gen iPad Air and NOT an iPad Air 2.
A 1st generation iPad Air cannot upgrade beyond iOS 12.4.1.
What is the “A” model number of your iPad Air?
It can be found in small print on the back of the iPad under the large print word “iPad”.
