Excel on my iPhone 8 is apparently "locked up", progress icon spins and spins without opening while showing "downloading" message. If I try to "cancel" same thing, progress icon spins and spins showing message.".attempting to cancel"...but it never does. How can I fix this?

Sync all the files to iCloud / Drive / OneDrive then delete the app and re-install. If this does not work ---->
