How do i subscribe to apple music when it doesn’t let me because of my payment method (paypal)

If you can't remove your last payment method or use no payment method with your Apple ID - https://support.apple.com/HT203905
says: "If you have any active subscriptions, you must have at least one payment method on file."
Existing account balance will be used first to make the actual payment, but you still need to enter an accepted valid payment method.

At this point Apple is somewhat inconsistent about what defines a "payment method" when referred to in different documents. Its fundamental definition in your situation probably means a conventional credit or debit card.
