unable to boot mac

This morning my Mac was unable to boot up. Can't restore from time machine because never backed up my mac. Unable to reload OS Sierra, and unable to create a partition on the Harddrive. I don't have a OS on a disk or jump drive. Any suggestion?

iMac 21.5", macOS 10.13

Command (⌘)-R Install the latest macOS that was installed on your Mac.


Option-⌘-R Upgrade to the latest macOS compatible with your Mac.


Shift-Option-⌘-R Install the macOS that came with your Mac, or the closest version still available.
