Can two apple watch 5's make calls from the same iphone? My kids share an iphone and I want to get them each an apple watch 5 with cellular. Is it possible for them to pair their watches to the same iphone and use the cellular call feature and text on their watches when they are away from the iphone (in an emergency)?

Not for what you want to do.
You can sequentially use different Apple Watches with an iPhone, but only 1 is active at a time. This feature is more of the user that has an Apple Watch for exercise, and an Apple Watch for getting dressed up and going out for a night on the town. That use does not need both active at the same time.
