I have R89.38 in my iTunes Store but I can not purchase anything it says I must add a payment method, why is that?

What is the actual text of the message, is your balance up-to-date, and are there taxes ?
Do you currently have a card on the account ? If you do is has to be a valid card, even if your balance covers the total price of what you are trying to buy
