Can’t find iCloud music

I cannot find iCloud music in my settings

Windows, Windows 10

Do you use Apple Music on your iPhone?

Make sure that it's tun ed on and the option "Sync Library" is also turned on.

It is not there and I use a pic with iTunes and it says that the iCloud music is on and even checking under the preferences in iTunes it is turned off
