Cannot send MMS messages (pictures) on my iPhone unless I have « data » opened.

Is this normal or is there a setting I need to change in order to be able to do it through my WiFi connection? (I can send regular text via my phone without  »data » being opened).

iPhone 6, iOS 12

MMS is a carrier feature, and it requires cellular data (because your carrier doesn't know anything about your Wi-Fi connections). You also need cellular data enabled to receive notifications and visual voicemail for the same reason.
