I turned Siri completely off but she is still giving me contact suggestions. It is also turned off for every other app in my phone. I contacted the help desk a few times for this issue and it is still happening.

You must be mistaken.
Siri do not give contact suggestions.
Check your Settings > Accessibility > go through the options and switch OFF what you don't need (example: Spoken Content)
