Do not upgrade to Catalina, if you have not yet found a replacement for iPhoto that you are comfortable with. iPhoto cannot run on Catalina because of some embedded 32bit code.

The migration of your photo libraries to a different application is easer and safer, if you still can run iPhoto.

To be able to run iPhoto on Catalina, you have to patch the application and remove all 32-bit code. It will leave a crippled application, that does no longer have the full power of iPhoto. (for example: https://github.com/cormiertyshawn895/Retroactive/)

It will be a faint memory of iPhoto and only useful in an emergency, when you need to look up some metadata in the old iPhoto Libraries - it is not possible to migrate iPhoto Libraries exactly as they are to Photos or another application.
