Unable to connect to public wifi

Hi,

I upgraded to macOS Catalina the second it released and now I find my self in a piccle.. I am unable to connect to public wifi, either in a coffee shop or a hotel

I have tried manually entering captive.apple.com/hotspot-detect.html and the window pops up but it is just blank.

I have tried turning wifi on and off, have restarted my Mac, and flushed dns cache, but nothing seems to work.

I also do not use 3rd party DNS.

I am using Safari as a browser.

MacBook Pro 13", macOS 10.15

Hi, are you trying this way?

Instead of joining it from the list, click the WiFi icon at the top, and click join other network. Fill in everything as needed.

System Preferences>Network>choose interface>Advanced>Proxies Tab, make sure none are set, like for HTTP & HTTPS.
