Bypassing Activation Code

The previous owner of an ipad mini is deceased, therefore, I cannot get the activation code. Is there a way around this?

Only if you can obtain a copy of the original sales receipt, a copy of this person's death certificate, and proof that they willed this iPad to you, only then potentially, Apple can assist you with this. Otherwise, no one here, nor Apple can help you.
