Apple TV won’t setup as Home Hub

I cannot setup my Apple TV 4+ as a home hub. The setup never finishes.

Yes. I reset it with the power first. Then I did a factory reset. I ended up signing out of iCloud on all my devices (Apple TV, iPad, and iPhone). I then did a factory reset of the Apple TV again and logged back into all devices. It appears to be working fully now and has stayed connected for nearly a full day.
