Can’t send or receive text on iPad

If you are referring to a true SMS/MMS, that is handled by your cellular carrier. To be able to do that on an iPad, you must use Continuity and Text Message Forwarding. See this, Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
