Apple Card is only available in the U.S, to U.S. citizens and legal residents.

If you are not in the U.S, or the region for your iPhone and Apple ID is not set to the U.S. you will not have the option.

If you are in the U.S, and qualify, then make sure the region in Settings->General->Language & Region on your iPhone is set to the U.S.
