Can’t listen on two pairs of AirPods simultaneously with IOS 13.3

I’ve been able to connect two pairs of AirPods at once (one pair AirPods 1 and other pair AirPods 2) to my iPhone 11. However, I can only listen on one pair at a time, when I click the other pair it disconnects the one currently connected. I’ve tried pairing both through Bluetooth and the new share feature on air play. Works fine but then can’t select both AirPods for listening at the same time
