I have a company owned device - I have the receipt - the previous user is no longer with the company. Their AppleID is associated to the device. I don't know their Apple ID. They left the company. How do I unlock MY company owned iPad?

Take it and the receipt to an Apple store and they can help you. Also ask them about using a Managed deployment for company devices so no user can even use a personal AppleID on company devices.
