I need to know how to setup anew user on my new iPad?

The iPad is not designed for multiple users. It is activated under one Apple ID and stays that way. It does not work like a computer with multiple user profiles. It is designed to be an individual device. You can log into a different user in some apps that ask for login information, but that is about it.
