Catalina not available for download

running Mohave 10.14.6.—trying to download Catalina, it is not showing up as a system update

From the Applications/Utilities/Terminal.app copy and paste:

sudo softwareupdate --reset-ignored

(please note your psswd will not echo on screen—type it in anyway to proceed)

relaunch System Preferences>Software update

Thank you. Now I can see the update/upgrade in my system preferences.
But when I try to update, it downloads about 500MB, and I get this message.
I tried a few times and restarted computer.

The request timed out.
An error occurred while installing the selected updates.

time outs typically occur on Networks that have a slow download speed. You can try from a faster Network.

Delete and empty the trash any partial download. Try again

If you end up with a stub installer—launching this should download and launch the full installer. You can always quit the full installer, command Q or quit like any other app.

It will then be sitting in your Applications folder. "Install macOS Catalina.app"
