I am not sure who told you that Windows can be installed on an iPad Pro. A Macintosh can run Windows, an iPad cannot. iPad uses a completely different system architecture than a Macintosh or Windows PC.
If that is the name of the program that the OP was referring to in the post, it is a Windows only program. It does not run on an iPad, and Windows cannot be installed on an iPad. As zmclearan stated, Windows can be loaded in a partition of a Mac computer, but not on an iPad. There is no app with that name in the US App Store, so you cannot get it to work on an iPad. Why not approach the developer of the program to see why they don't have an iOS app?

What kind of program is this. Microsoft has a number of apps available in the App Store. Have you searched the App Store for this particular app/program?
It’s a program to score Duplicate Bridge game & is only available for Windows. I recently purchased a new iPad Pro and was told that Windows can be put on it.
Did you get ACBLScorer to run on your new iPad Pro. I am considering buying new iPad if ACBLScore will work on it.
