Storing Only some photos on iPhone and all photos on other devices

I want to keep some photos on my iPhone but not all of them as there are now over 10,000 photos stored on my iPhone . When I delete a photo from the phone it also delete it from the cloud .

How can I keep some photos on my iPhone and save all of the rest on my Mac ?

It gives an option in the settings of the phone to delete photos but it delete all of them rather than just some ?

Since you're using iCloud Photos, you can archive/copy them to your computer, using these instructions:

Archive or make copies of the information you store in iCloud - Apple Support

When done (photos safely stored on your computer), you can delete whatever you want.
