I have bought i cloud drive of 2 tb.
so my local space stay empty.
Now my local space is full because, locally and drive are both saved locally.
How can i remove all my files locally, and only store them in the apple drive, like dropbox or one drive?

iCloud is a syncing system, not an external storage system. If you want to remove all the files from your computer, Dropbox or One Drive are better choices than iCloud.
