You should be able to yes, depending on where it was purchased and designed to be sold. Some countries have restrictions on FaceTime and devices designed to be sold in their country have it removed/Restricted.

I don’t think your have an iPad Pro 6th Generation - as they don’t yet exist 🙂
That said, all iPad Pro models are fully capable of running FaceTime - although, for full compatibility, you’ll likely want to ensure you are using either iPadOS 13.x (current version is 13.3 - recommended) or iOS 12.4.3.
