No. The Homepod does not work like a traditional bluetooth speaker, it requires Airplay to receive audio. Airplay 2 support on Samsung TVs is currently limited to reception of audio or video only on the TVs at this time, there is no support for Airplay transmission from the TV.
If your Samsung Tv supports bluetooth audio otherwise, you should be able to connect it to a traditional bluetooth speaker / sound bar. Check its user guide for specifics.
