My mother received an iPad as a gift over a year ago. It was never used or updated. I’m trying to get it up and running for her. The most current iOS 13 + says “requesting update”, but has not downloaded it (at night) for the last 48hrs. What should I do?
Considering the device has not been used in over a year, I would suggest trying the update via iTunes on the computer. See this support document for help with updating iOS. Update your iPhone, iPad, or iPod touch - Apple Support

Thank you, that would be helpful in most cases, but she has never used iTunes or plugged it into a computer.
Whether she has or has not used iTunes in the past is irrelevant. The only way to proceed is to use a Macintosh or Windows PC to update this iPad.
