Apple Watch won’t pair with iPhone 6

I can’t get my daughters Apple Watch to pair with her phone. The phone and watch start to pair, then the phone says it needs to be updated and stops the pairing process. I check the current IOS (12.4.4) and the phone says it’s up to date and won’t allow me to update.
