Hello. I have an Apple ID for Kazakhstan region. If I purchase new apple device, will I get the 1-year free subscription for Apple TV+. Somehow my current iPhone can't be set up for Apple TV+. Russian region already using Apple TV+.

No. Apple TV+ is not available in Kazakhstan. Russia and Kazakhstan are different regions with different media regulations.
