Are you sure you are not buying music from the iTunes Music Store?
Remember, Apple Music is a music streaming service that allows you to download songs for offline consumption. But if you cancel your Apple Music subscription you will lose access to all your Apple Music content.
Regardless if you are an Apple Music subscriber or not, you can still purchase individual songs and albums from the iTunes Music Store. Purchasing songs from the iTunes Music Store are yours to keep, whether you are an Apple Music subscriber or not. And having an Apple Music subscription does not make all the content in the iTunes Music Store free - you still have to pay for purchasing songs.
Unless there is a reason why you want to purchase songs, most, but not all, the content that is available in the iTunes Music Store is also available for streaming as part of your Apple Music subscription.
