Files App Folder

Is there a way to create a folder in the files app location “On My iPhone”?

I can do it on my iPad, but can’t find it on my iPhone (unless I go in the ‘Document’ folder,)

See the "Save a copy of your file locally" section in:

Use the Files app on your iPhone, iPad, or iPod touch - Apple Support

Note the footnote in that section for differences between iOS 12 & 13.

I just checked it out & what they are saying about creating a new folder works on my iPad, but that ‘Folder +’ icon is not there on my iPhone root folder. It is there in the sub folder, but not the main/root folder. Maybe there it’s a bug???
