Native apple apps not downloading?

Deleted the Apple Watch app off of my phone when I got it (11 Pro Max). Have been gifted an Apple Watch so wanted to re-download the app. Except...I can’t. I can’t download any Apple app; getting an error message that says to try again later. Tried to download the Watch app on both my phone and a different one - are apple apps not working? Have tried every solution possible to fix it (including hard reset, changing date/time settings, turning airplane mode on and off, signing in/out of Apple ID). Nothing seems to work.
