Trying to locate where I can download MacOS 10.13.6 High Sierra for my MacBook Pro (15-inch, Mid 2010). Is it no longer available to the public? Any help is appreciated.

Try downloading and installing in Safe Mode:
Use safe mode to isolate issues with your Mac - Apple Support
EDIT: Wait, it says "Open" which indicates that it was previously downloaded, Go to your Applications folder or Downloads folder and find and delete "Install Mac OS High Sierra" then try again.

I deleted the existing damaged HighSierra in applications (that I didn't recall downloading) as suggested by macjack, who noticed the "open" instead of "download" highlighted on the error message I attached earlier in the conversation.

What MJ says or just Disconnect from the Internet & set the Date back to 2014, then you can run the Install MacsOS High Sierra App in Applications.
