AppleCare+ Lost and Theft

Hey there!

I’m from Ukraine and I guess that my iPhone XS with AppleCare+ Lost and theft has been stolen.What should I do in this case and where can I ask for replacement?My Apple officially licensed service “Rosan” told that they couldn’t replace theft iPhones in Ukraine.Do I need any documents for replacement?

I'm not sure Loss and Theft protection is valid in Ukraine.
