How can I use my saved passwords in safari at both devices iPad and iPhone while using the same Apple ID?

Try restarting both devices. Last resort - have you tried signing out of iCloud and back in.

It is activated on both devices, but I still can’t access the passwords I have on iPhone, while using my iPad.
Is Safari syncing and keychain syncing on in Settings/Your Name/iCloud on both devices?
I turned on the safari sync on iPad, but I still can’t access my iPhone’s website & app passwords on the iPad, under the same iCloud account!
Is Safari and Keychain syncing turned on in Settings/Your Name/iCloud on the phone and on the iPad? It needs to be on for both devices.
