If the photos are in iCloud Photos, turn on that option in the new phone: Set up and use iCloud Photos - Apple Support

If not but if they are in an iCloud Backup, use the backup to setup the new phone: Use iCloud to transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support
