If I delete all my photos on my phone to save storage are they deleted from my icloud photos as well or are they still saved there?

If you're using iCloud Photos, yes, they will be deleted in iCloud too.
You can copy / archive your info from iCloud to your computer, before losing them. See the following support article:--> Archive or make copies of the information you store in iCloud - Apple Support
When done, you can delete all or some of your pictures from iPhone.
