we had an iPad mini fixed that was stepped on almost two years ago. Now we cannot reset the Apple ID password because it’s linked to a cell # and email we can’t remember. Apple said there is an account recovery option but I get as far as it asks for the linked cell #, which I don’t know. So what now?

If you don’t have a trusted device handy, you can have a verification code sent to your trusted phone number as a text message or phone call.

These are the steps to take, if you don't have your trusted Phone number anymore, but you have a phone number, that you have control over.
Because Apple will send you the code to the number you give them, after you clicked on "Didn't get verification code" on your iPad.
You should contact Apple Support directly, by using the link at the bottom right of this page. Then follow the steps given.
the listed “trusted phone number” is not available to us to use. It’s an old phone number that is long gone. Now what?
