How can I download the latest version of Safari for my Mac. Thus far it only seems available by updating to Catalina which I do not want to do

To install the latest version of Safari, upgrading to the latest version of macOS is required.
Update or reinstall Safari for your computer - Apple Support
Safari 13.0.5 is available as an update for the two other currently supported releases of macOS: High Sierra 10.13.6, and Mojave 10.14.6. If your operating system is older, or if you have not updated to these previously indicated versions, then you will not receive an update to Safari 13.0.5. It is not available as a separate full download from Apple.
If you are on 10.14 Mojave, the Safari upgrade will not show in the App Store "Updates" section but rather in System Preferences > Software Update > "more info..." link:

Not so sure that helps. I've been here almost 20 years and had to ask the same question of my fellow contributors when I upgraded to Mojave last year.
