Time machine not working

When I plug in my external hard drive and go to system preferences > time machine, I get a pop-up that says “Could not load Time Machine preference pane”. I have tried the 32 bit fix and it’s still happening. I’ve also tried rebooting already.

What is the 32 bit fix?

Are you running 10.15 or what?

To find out if it's system wide or user specific, try this...

Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.

Does it work in the new account?
