iPad not working

If your iPhone, iPad, or iPod touch won't charge - Apple Support

Depending upon the definition of "hasn't been used for a bit," I surmise that the battery has been depleted beyond recovery.

Try leaving it on power/charge for 24 hours, or so.

If the battery does not come alive in that time, the battery in that iPad has failed and is dead.
