i cant find my whatsapp chat history after my phone was missing and i got another iphonex, i only see no backup found. im sure i have a backup till june 2019 even after my icloud was full. please anyway in helping get them back.

If your iCloud space was full, then no, your device would not have been able to write any new backups to iCloud until you cleared out space for them to do so.
